In light of rapidly evolving financial landscape and emerging cyber risks, the Hong Kong Monetary Authority (HKMA) invited the Hong Kong Association of Banks (HKAB) to issue the Security Tertiary Data Backup (STDB) Guideline in April 2021 to ensure the financial industry's resilience and data integrity.

The STDB Guideline encompasses 8 security principles, divided into Governance, Design and Data Restoration, and 9 characteristics that financial institutions in Hong Kong should consider implementing to strengthen their controls to ensure business continuity. These guidelines will help banks recover and restore critical data to promptly resume key functions, services, and systems in the event of a disruptive cyberattack, such as a ransomware attack.

As the industry standards for data protection, portability, recovery, and continuity of critical services in the banking sector, the STDB Guideline provides guidance on the factors banks need to consider when deciding whether to establish STDB and the implementation issues that need to be addressed to ensure the effectiveness of STDB. The HKMA regards STDB as an effective measure to enhance the cyber resilience and data security of Hong Kong's authorized institutions (AIs).
